Terceira edição do INTER LIFE PT

Nos passados dias 6 e 7 de março realizou-se no Instituto Politécnico de Viseu, a terceira edição do INTER LIFE PT, organizada pela Agência Portuguesa do Ambiente (APA), na qualidade de Ponto de Contacto Nacional para o Programa LIFE em Portugal.

A MONTIS participou, neste evento em representação, como parceira, do projeto LIFE ENPLC, que visa conservar e restaurar terrenos de gestão privada na Europa para a natureza e o clima, envolvendo proprietários privados e organizações de conservação da natureza.

Este evento surgiu no âmbito do Projeto LIFE21-CAP-PT LIFE CAP PT II que visa promover a capacitação e melhorar a utilização deste mecanismo de financiamento da UE a nível nacional, e teve como objetivo continuar a incentivar uma maior interação entre as equipas portuguesas dos projetos LIFE, de modo a dar a conhecer o trabalho realizado, promover sinergias, o trabalho em rede, a partilha de experiências e de boas práticas de gestão e de resultados.

O evento contou com as intervenções:

• Da CINEA, a qual apresentou a diversidade de tipologias de projetos LIFE, dando várias dicas sobre os pontos que são essenciais para uma boa avaliação das candidaturas LIFE submetidas, os principais problemas comuns às várias propostas, bons exemplos de conceção de candidaturas e referenciou ainda a abertura de nova LIFE CallS proposal 2024.
• Da APA ao fazer um enquadramento aos projetos LIFE em Portugal.
• De diversos projetos LIFE Nacionais (call 2022): LIFE22-ENV-PT-LIFE Fitting, LIFE22-CET-HORIS, LIFE22-CET-RAISE-PT, LIFE22-CET-WENexus, LIFE22-CCA-PT-COOLIFEALMADA, LIFE22-CCA-PT-LIFE ResLand, LIFE22-NAT-PT-SeaGrassRIAwild, LIFE22-NAT-PT-LUPI LYNX;
• De diversos projetos LIFE Nacionais a terminar em 2024: LIFE AGUEDA, LIFE Ilhas Barreira, LIFE LUNGS, LIFE WolFlux.
• Projeto anfitrião, LIFE LANDSCAPE FIRE

Das várias mesas redondas e intervenções da plateia foi possível retirar o seguinte:

• É valorizado pelo LIFE atingir massa critica e ter resultados replicáveis
• É importante envolver stakeholders políticos que garantam a replicabilidade, envolver entidades de diferentes tipologias no Advisory board e vários stakeholders do projeto e enviar cartas que apoiam o projeto
• É importante garantir o futuro do projeto no planeamento da candidatura e de todas as ações
• Para garantir a aprovação de candidaturas é possível participar em reuniões abertas com o “advisory council” e deve-se dar sempre resposta ao que é visado pela CINEA
• Ter apoio externo (da APA, por exemplo) pode ajudar a focar nos objetivos e nos indicadores
• Disseminar projeto junto de interessados
• Demonstrar a replicabilidade de projetos – partir de ferramentas que já estão a funcionar e utilizar essa informação previamente sistematizada. Utilizar igual abordagem e replicar noutros locais
• Acompanhar o progresso do projeto dos parceiros quando se é coordenador
• É essencial ter um bom sistema de organização (técnico e financeiro)
• É essencial obter cofinanciamento, seja através de mecenato científico/ empresarial ou outros (alocar investimento público e privado)
• Desde a candidatura até à execução os preços podem duplicar – deixar sempre um buffer financeiro a prever estas situações
• Pode ser necessário pedir prolongamento, em casos específicos. Por exemplo a aprovação de entidades reguladoras pode levar a reajustes no projeto em curso (prolongamento do projeto ou mudança de ações), que devem ser justificados perante o financiador
• É possível realizar nova candidatura numa lógica de dar continuidade a projetos anteriores reforçando o trabalho anterior com aprendizagens 
• Por vezes mudar de tipologia de financiamento de biodiversidade para clima pode ajudar a aprovação. 

O balanço final do INTER LIFE foi positivo:

• Estiveram presentes 46 participantes 
• Permitiu contactar com outros projetos para fazer sinergias
• Permitiu partilhar questões referentes à parte técnica, gestão e comunicação
• Saiu desta conferência um possível projeto LIFE governança

Durante o segundo dia do evento, no workshop de parcerias e ideias de projeto foi possível apresentar brevemente o projeto do LIFE ENPLC à plateia e obter alguns inputs relativamente ao trabalho desenvolvido pela MONTIS. Ao longo do evento foi possível contactar diretamente com vários projetos, particularmente o LIFE Alnus e LIFE Relict, LIFE ResLand, Projeto LIFE-GARACHICO, LIFE SERRAS DO PORTO, LIFE LANDSCAPE FIRE. 

On the 6th and 7th of March 2024, the third edition of INTER LIFE PT event took place at the Polytechnic Institute of Viseu. This was organised by the Portuguese Environment Agency (APA), as National Contact Point for the LIFE Programme in Portugal.

MONTIS, took part on this event, as partner, on behalf of the LIFE ENPLC (European Networks for Private Land Conservation) project, which aims to conserve and restore privately managed land in Europe for nature and climate, involving private landowners and nature conservation organisations.

This event took place as part of the LIFE21-CAP-PT Project - LIFE CAP PT II which aims to promote capacity building and enhance the use of this EU funding mechanism at national level. The purpose of this event was to exchange experiences and best practices between LIFE beneficiaries, to make known the work carried out, promote synergies, networking, sharing of experiences and good practices of management and results.

The event included the following interventions:

• CINEA presented the diversity of LIFE project types, giving several tips on the points that are essential for a good evaluation of the LIFE applications submitted, the main problems common to the various proposals, good examples of application design, and it was mentioned the opening of a new LIFE Calls proposal 2024.
• APA gave a framework for LIFE projects in Portugal.
• Various national LIFE projects (call 2022): LIFE22-ENV-PT-LIFE Fitting, LIFE22-CET-HORIS, LIFE22-CET-RAISE-PT, LIFE22-CET-WENexus, LIFE22-CCA-PT-COOLIFEALMADA, LIFE22-CCA-PT-LIFE ResLand, LIFE22-NAT-PT-SeaGrassRIAwild, LIFE22-NAT-PT-LUPI LYNX;
• Several National LIFE projects due to end in 2024: LIFE AGUEDA, LIFE Ilhas Barreira, LIFE LUNGS, LIFE WolFlux.
• Host project, LIFE LANDSCAPE FIRE.

From the various round tables and interventions from the audience, it was possible to draw the following conclusions:

• LIFE values achieving critical mass and having replicable results
• It is important to involve political stakeholders to ensure replicability, to involve organisations of different types on the advisory board and various project stakeholders and to send letters supporting the project
• It is important to guarantee the future of the project when planning the application and all actions
• To ensure that applications are approved, it is possible to take part in open meetings with the advisory council, and you should always answer to what CINEA is aiming for
• Having external support (from the APA, for example) can help focus on objectives and indicators;
• Disseminate the project to interested audiences
• Demonstrate the replicability of the project - start from tools that are already working and use this previously systematised information. Use the same approach and replicate elsewhere;
• When you are the coordinator monitor the progress of partners' projects
• It is essential to have a good organisational system (technical and financial)
• It is essential to obtain co-funding, whether through scientific/business patronage or others (allocate public and private investment)
• From the submission of the application to the implementation, prices can double - always leave a financial buffer to anticipate these situations
• It may be necessary to request an extension in specific cases. For example, approval from regulatory bodies can lead to readjustments in the current project (extending the project or changing actions), which must be justified to the funder
• It's possible to submit a new proposal with the prospect of giving continuity to previous projects cementing its learnt lessons
• Changing the type of call may help with getting proposals approved.

Final remarks of INTER LIFE:

• the event gathered 46 participants
• it was possible to create sinergias with other projects
• it was possible to share knowledge regarding the technical, management and communication components of the LIFE programme 
• a possible LIFE governance resulted from the event.

During the second day of the event, in the workshop of partnerships and project ideas it was possible to share briefly about the LIFE ENPLC project to the audience and receive some inputs regarding the work developed by MONTIS in the project. During the event was possible to network with several projects directly such as LIFE Alnus an LIFE Relict, LIFE ResLand, IFE-GARACHICO, LIFE SERRAS DO PORTO, LIFE LANDSCAPE FIRE.
